THE TREASURER MUST:
- Have financial management experience and abilities.

before the Board of County Commissioners.
THE TREASURER:
- Is the County Banker, manages cash and investments,
ranging from $30 million to over $65 million.
- Accounts for all County income and pass-through
receipts, more than $85 million.
- Collects and distributes property taxes for schools, cities,
the County and other taxing districts.
- Accounts for and invests 46 Trust and Agency Funds.
- Manages and invests payments from the State of
Oregon, the U.S. Government, and other tax sources:
liquor, cigarette, highway, OLCC, lottery, grants, forest
receipts, etc.
- Manages 47,000 property tax accounts.
- Issues 15,000 reminder notices and 4,000 delinquent
notices.
- Manages efficient tax payments, at the courthouse, at
banks,through remote lockbox, internet based, and data
exchange systems.
- Manages the tax foreclosure process, minimizing
negative impacts on taxpayers, districts and the County.
Only 3 home sites, abandoned by their owners, were
foreclosed in the period 2002-08.

Experienced:
- Treasurer, Josephine County since January 1997,
responsible for over $16,412,000 in investment earnings,
with no investment losses.
- A Certified Public Accountant, with 38 years of
accounting and financial management experience.
Member of the AICPA and the Oregon Society of CPAs
- Municipal Auditor, Josephine County & City of Grants
Pass.
- Comptroller, City of Fairbanks, Alaska Municipal Utilities
System.
- Knows how to manage complex financial systems.
- Acting Chief Financial Officer, Josephine County 2003-
